Rep. Antonio Cabral, a lawmaker from New Bedford, Mass., says a new additional vehicle registration fee is a viable way to pay for commuter rail expansion into the state's South Coast and other transit projects, according to The Associated Press. Cabral says his so-called "green" charge is a creative approach for a state facing a tight budget and would create a "sliding scale" based on how much a vehicle contributes to carbon emissions, the Standard-Times (New Bedford, Mass.) reports. The proposed charges are: $7.50 annually for hybrid cars and motorcycles; $15 annually for other cars, hybrid trucks and hybrid SUVs; $30 annually for other SUVs, light trucks, vans and "luxury" vehicles; and $42.50 annually for heavy trucks and buses. Trailers would not be charged, according to the Standard-Times.
