Several cities are responding to what they view as lax state legislation by passing their own distracted driving laws. Three states in the nation still allow texting while driving and only 16 have adopted hands-free laws, according to the Governors Highway Safety Association.
Delaware has earned the top spot as the strictest state for reckless driving in a recent national analysis. The nation's first state issues the highest number of penalties, and ranks eighth in enforcing speed limits. Virginia ranks at the top of the list for enforcing speeding.
Montana's drunk driving enforcement rates as the worst in the nation, while five other states have the most robust enforcement in the nation, according to a report from Mothers Against Drunk Driving (MADD).

Arizona is one of a super minority of states in which auto rental companies are required by statute to pay for the negligent acts of their renters. Look for new legislation in the coming weeks that proposes to change that.
